Heiko Höfler is a partner of the law firm of Oppenhoff and advises on public law and regulatory matters. He has practised as a lawyer for more than two decades, focussing on both contentious and non-contentious matters in public procurement, export control and state aid law. He is a certified specialist in international business law and public procurement law. Heiko has extensive experience of advising companies, banks, foreign investors, institutions and governments.

He specialises in complex investments and transactions in the public sector. Heiko serves actively as a reserve officer (LtCol) in the Joint Support Service of the German Forces.
